If you get a headshot on one of the 2 guys, he will immediately counter with a headshot on the other. (I usually shoot the one on the right). There is not even 1 second between your shot and his. If you dont kill the enemy in 1 shot, you will blow cover.

Actually I took them both out with one hit and he said "Good job" and still never moved lol

haha, yeah, its one of the few points in the game where you have to move forward in order for the story to progress.(towards the left of the water, past the bulldozer), which I realize sounds dumb, because you're suppose to be following the Capt. I believe there is also 1 soilder patroling to the left of the water as well, he may be the one who spotted you and blew your cover.

OR.... you are correct in finding a glitch! I never noticed it before, and I've played that mission quite a few times.

Yeah, this happened to my brother before. He got stuck behind the bulldozer and he would never move. Luckily, it didn't happen to me.
