Does the Sony Vegas Platinum allow you to burn to a bluRay format on standard DVD's
(looking to play on my PS3)?
also will this work on a standard computer with Windows Media Player or will it require special playback software?

I don't have a PS3 but the Sony BDP 300 instead. I can just put the HDV files on a DVD renamed with a .MPG extension and they play. There are more tips to making files play over on the BluRay Software section here.
Sony Movie Studio Platinum still does not support AVCHD output though they've added AVCHD input with the current version.

Once you export your files to .m2t, you can put that on a data DVD and it’ll playback flawlessly on a PS3.

Not really, I think those .m2t files have to be in original form. Once they are edited they usually won't play properly in PS3. And .m2t files certainly won't play in other BD players.
To play the HD video in all BD players including PS3 you need to author the video into BD format and then burn it onto a DVD.

I’ve downloaded edited HDV files from Watch.Impress and they playback on my PS3 without any problems and I’ve even read about Vegas users not having playback problems on their PS3 when they export back to HDV.
