Here is an example of unregulated throttling in Canada that combined with 'pay-per-GB' and HD lite will make Blu-Ray the only real HD option for the foreseeable future. Our government is too weak and spineless to force Bell's hand on this.:(

Internet Giant Claims Web Throttling Necessary and Legit

Ottawa- Despite the official complaint of small ISP’s that claims it is an act of bad faith and unfair to their core business, Canada Bell has finally responded to the complaint filed against it.

The Smaller Internet Service Providers, CAIP Internet Providers, made the complaint.
CAIP had acted swiftly after Canada Bell had started to regulate Internet traffic. The Canadian Association of Internet Providers is made up of over 50 smaller Internet Service Providers, and they maintain that the actions by Canada Bell amounts to unfair business practices.

The group is asking the Canadian Radio Television and Telecommunications Commission to take action to make Canada bell cease and desist any and all actions to regulate or “traffic shaping activity.”

Canada Bell struck back strong, claiming that they were being infringed upon.

“To grant the request of CAIP would provide unreasonable access by certain wholesale customers to Internet Access and grant a disadvantage to business and retail customers.

The practice of regulating or throttling traffic on the Internet is a new phenomenon, and attempts to regulate by sheer usage the amount of traffic allowed at any one time. Bell informed the smaller Web Providers and Internet Access companies about their actions in March, and the complaint was filed shortly afterwards.

this is a very interesting topic:

I can download a movie using DirecTV over an ethernet service provided by Comcast...

Comcast sees loss of a revenue stream and tries to throttle large downloads: FCC says they can't do that

Comcast announces 10X higher speed internet service which forces them to use more bandwidth which results in more compression of their HD material

it just never stops

Most of these throttling techniques are targetting ********** and other p2p applications. These apps are estimated to consume about 60-80% of the network's resources. And they typically run on less than 1-3% of the userbase.

If your comments are accurate it can probably be blamed on our lack of legal download availability in Canada as mentioned in other posts here. Also, blaming P2P services only is letting the legislators off the hook as there is little govt resistance or industry organization implemented to address the problem.

Considering I don't download massive files nor stream lots of video, I fail to see how I am affected by this "throttling."
