Will PS3 get extra content like the X360 version?

Yes but it won't be extra missions like the 360 will. They haven't said exactly what it is yet. I'm sure there will be some features that will work with HOME but I'm hoping that's not all.

Supposedly, MS paid all that money specifically for "episodic" content. There was an article somewhere that said it would be exclusive to the 360.

True...but it's still quite speculative at this point, none of us know for certain just what will be released on the PS3 side.

Although the fact that M$ paid a substantial amount upfront for "episodic" content does tend to lean towards no additional missions on the PS3 - again purely speculative at this juncture. Oh well guess we'll just have to enjoy what we have now and see how things pan out down the road.

MS paying for Rockstar to make xbox exclusive missions does not equal MS paying for Rockstar to not make even more missions that might be exclusive to the PS3 or available on both consoles.
