I have recently come across someone who has and ecp 3000 projector....which they say is in good condition. He wants 80$ for it...says tubes are orig, little wear on them (have yet to confirm with my own eyes). Local to me so i can pick up.

I currently own an ecp 3100 and was wondering if i should buy this for parts etc....would the parts fit my 3100?

I currently have no problems with my projector only my inability as a newb to set it up properly.

Should i buy it for tubes if they are good etc...??

The tubes will swap no problem, but only some of the other boards will. There's notches on the module connectors, so you can't plug the wrong board into the set, causing issues.
