I am going to buy the Lutron Spacer system for my HT. However, I will be buying it online due to the high price in Canada, and I think HD doesn't carry the right dimmers.

My plan is to have three zones: One for the ceiling potlights, one for the 2 potlights over the screen, and one for the rope lights under the riser. I would like to be able to place a master switch at the entrance to the theatre and the IR dimmers inside the theatre, if possible. My scenario calls for the following lighting schemes: all on/off, ceiling lights only, screen lights only. I assume I can set the intensity of the lights in the presets, right?

Now the question: What do I need to order to accomplish my goals? My initial assumption is a master switch and three dimmers. Do I also need an outlet for the rope lights or will any standard outlet wired into the dimmer work?

You have it figured out. Exactly what I did minus the rope light. I got mine online at Beverly Hills Electric. I actually ordered the wrong controller but the guy called me and got me straightened out. Give him a call if you have any questions at order time.

Yes, you have the setup right. Depending on where you mount your master control might require a specific master control module with the IR repeater. I have the Spacer System in my HT/sound room area. Mine is a bit more complex as I have one dimmer setup on a three way setup and two master controls.
