The TSI line is replacing the monitor line. In general, they are good bang for the buck speakers. The TSI 100 replaces the Monitor 30. I wonder if their is much improvement in sound over the Monitor 30's as that speaker is currently about 50% off and can be found for around $100. The TSI 10 center matches the TSI 100. The CS1 would match the Monitor 30's.
You can also try browsing the Polk thread and asking questions there:

i currently use the polk monitor series (monitor 50 fronts, cs1 center, monitor 40 surrounds) and the quality is great. and the price is very reasonable. i hope the TSI lines keep the same quality.

$200/pair speakers:
Polk Monitor 30s, $143 shipped from amazon.com
Polk Monitor 40s, $228 shipped from jr.com
Infinity Beta 20s, $220 shipped from bestpriceaudiovideo.com or vanns.com
Onix xl-s, $240 shipped from **********
Personally I would take the Beta 20s, closely followed by the XL-S. The Polks are ok but need a subwoofer more desperately than the other 2.

thnx bill actually I was not considering a woofer or surrounds at this time just looking for mains & center. add the others later. with the beta's what would be the center to use??

I would save some cash and go with the Monitor line from Amazon as mentioned above. The lowest prices yet popped up 2 days ago and are still in affect.
Monitor 30= $122.09/pair shipped
Monitor 40= $199.97/pair shipped (will be in stock in a few days, order now and they will ship when they come in.)
CS1= $96.99 shipped

The Beta c250 in small/medium rooms and the Beta c360 in larger rooms. Personally I'd splurge and get the c360 since the center does about 60-70% of the work (voices) during HT, so it's the real workhorse of your system. Both vendors of the Beta 20s that I listed carry both models.
