This is probably a long overdue question to get an idea of what goes into a decision of buying a title on BD. At this point I'd like to leave movie content out of the discussion as one likes what they like when it comes to a flick. You may indeed already own it so specific reasons why you are buying it again are of prime interest. Also, does it need to meet any individual PQ or AQ score specification you might have set?
I see no need to post a reply to one's individual criteria. It is what it is for that specific person. It you forget to mention something, you can always edit your own post.

I own almost zero DVD's. I didn't have a very nice TV until last year and was not overly impressed with how DVD's looked on my setup. I rented from time to time but that was it.
As of last year I have a nice HDTV and also got a Blu-ray player. I am now interested in buying mostly catalog titles on Blu-ray. There have been so many great movies put out over the years that I have never seen or have not seen in a long time. I watched tons of movies on VHS when I was a kid but honestly don't remember a lot of them when I watch the same movies again today after all the years.
There are some classic movies that I'll buy no matter what on Blu-ray because I know that they will most definitely be the best version available to watch and hear at home. Maybe in some cases they will not be 5x as good PQ or AQ wise as a DVD but if they are 1.5x as good then that is fine with me. I'm not interested in ever buying another DVD.
For movies that are not sure buys for me I generally try to read a sample of reviews and 1st impressions from people who get them early to help me decide if I want to buy.
There are some new day and date releases that I am interested in but it is quite a small percentage. I find that so many of the new movies lately are just not that good and are rehashes of the same old stories. The other thing with the new ones is that they are readily available for rent on Blu-ray now around here so for those that I do want to see (but not own) I can go to the store or my online rental service and get them.
EDIT: The price does not matter as much to me. I can afford the prices and it is worth it to me for the movies that I am really interested in. I won't wait 5 months to see a movie that I am really interested in to save $5. If there is a movie I am on the fence with then I can wait for some time.

I have disc fatique from buying/obtaining over 100 HD DVD's. Most of those were bought for just barely above the price of a rental.
I feel the same way about most Blu's. It will take me awhile. However, I will do the same for Blu-Ray. I generally won't pay more than $15 for a non-adult disc anymore. (Yes, I prefer used.)
So, price is the #1 criteria. #2 would be dramatic (or comedic) content. I like GOOD movies. I don't care if Jumper or Meet the Spartans is reference quality. (Yes, Fox, I am picking on you!) I would rather watch a good DVD like The Dreamers, Once or Cinema Paradiso (even though it ran on Voom). #3 (gasp) is PQ. If the Blu-Ray is only a minor upgrade from the DVD, why bother? #4 would be AQ. 3 and 4 reverse for musicals and concert discs. I'm sure most AVS'ers would disagree with me. However, we are all entitled to our own opinions.

Well its the combinátion
Price (Few movies are so good I must buy them for premium prices)
Content (How good it is)
Quality (should look like the master)
And finally, if the movie was made for the bigscreen.
So movies I buy on BD are the ones I gonna watch on my projector, if its just something I can watch in my bed the DVD works alright.
And lastly, it happens that i buy BD movies that doesnt fullfill my criteria, but then its because im curious of the movie. And I rather buy it on BD then DVD.

Firstly, I'm not buying DVDs anymore.
For Blu-rays it's a balance of:
1) The movie/content
2) Quality of PQ/AQ (if known)
and most importantly
3) Price
I generally won't buy anything that is over $20, waiting instead for a sale or BOGO of some sort.

Put simply, if it is a movie I want to see and I don’t get the Blu-ray the day it comes out from NetFlix then I buy it. I know I have a problem but I just hate waiting for NetFlix if I don’t get it the day it is released.

The movie must have some rewatchability value
Has to be at least a decent transfer with good audio
Has to be the "right" version meaning the Directors cut if thats the best cut, extended cut if thats the best, etc, etc.
Price has to reasonable but I'd overpay for my favorites.
Crowd pleasers(of films I dont neccessarily like) at sale prices *might* also make the "cut" for those times a friend or family member comes over to watch something.
The bottom line is that my collection remains relatively small because I only buy if all the criteria are met. No buying just because of great PQ or anything silly like that.
