edit-i entered, made a car, then rated one. it says i have 200 points, but i only got he email giving me the code for the initial 100 points. how do i get the others tranfered to my xbox live account?

I would guess that you didn't check the box saying "Gimme Points!".

I know someone else that tried this and didn't get the code either... Maybe MS is cracking down?

the area where the code is supposed to be is empty. i sent them an e-mail and they sent an autoresponse saying that theyre closed now and will respond on monday.

it seems people were abusing it, getting thousands of points so they stopped.

It's pretty amazing that they are going to even offer more points given what I already quoted above:

If they exhausted their supply for whatever, then they have no obligation to take care of the remaining people. This is pure rad on Microsoft's part.

While they have 24 million points, the promotion runs 2 months so it would make sense that they funnel them out somehow so they aren't all gone the first weekend.

I think those with photoshop have an unfair advantage.

Unfortunately the system was abused, and I don't believe they have points left. I read some people signed up over 100 times (ie: received 10,000 points). I'm hoping they have some points left, so I'll rate and enter a car each day (for 100 points) for the next month as it only takes a few minutes... then hope they send me a code for all the points I've accumulated legally, without breaking the rules. But I wouldn't be surprise if I don't receive anything.
