My room is 21'x18' i am using 2 subs, which would give better sound quality the rf-82s or the rf-63s?

They are two speakers at two different price/performance points. The RF-63 should provide the better performance that goes with the much higher price tag. But the RF-82 are no slouch. They are considered to be the sweet spot in the Reference IV floorstanding line up. And they blend wonderfully with good quality subs.

I would get the RF-63 if the budget allows. Of course SQ is paramount but chicks dig the wood veneer. If these are going to be used for Home Theater you need to consider what center channel you are going to be using--There is a considerable price difference between the lower end Reference and the RC-64, which is the center for the RF-63s.

Agreed. The RF-63, RF-83 and the RC-64 all use a larger compression driver than the less expensive Reference products. If you can swing the difference, they are worth it.

If not in the budget, the RF-82 is a great speaker and has made a LOT of my clients happy. I do make a somewhat unconventional recommendation for a center if you can fit it (it must be placed vertically) for the RF-82...use a single RB-81 bookshelf speaker. Same woofer, same compression driver. Better tonal match than the RC-62 in my opinion.

The the way, there is a price increase on all Reference as of Tuesday. Still one day to order at the old prices. Let me know if you don't have a dealer you are working with.
