i have a GE under the counter b&w 5" TV with a dial tunning in the kitchen and hooked the DTVPAL to. I'm using a new antenna from mono price and I'm getting high sound static when ever a overlay of words is displayed on the picture. some time louder than others depending whats on the screen. i also get this high static sound when ever the DTVPAL displays information like switching channels but goes away when the info screen goes away. Also getting this sound on the 2 weather sub channels 7-3, 4-3 so is it the TV or the pal maybe the antenna?

Doubt it's the antenna, it only feeds a signal to the tuner. Try the tuner on another set and see what happens.

Sounds like video is getting into the sound circuit. Try the channel fine tunning.
