I have a small room my wife is letting my make an entertainment room out of. I am planing on having two rows of seats with the back row on a raised platform. At least a place for four people on each row. The front row will be 9 or 10 feet from the screen and the back will be 15 or 16 feet. Any suggestions on screen size? LCD or Projection? Best seating? Best speaker system? Any other comments or suggestions?

We need more info like what are the dimensions of this "small room" that will seat eight people?

Start with your seating first. You've got 13' of width to work with. Ideally you want minimum 2.5' wide isle on each side giving you 8 feet of width to work with for each row. So, two rows of big reclining leather individual home theater seats won't get you to 8 people (you're also limited in depth). At this point you begin to make compromises:
1. Keep the seating at 8 and go to two large couches that can seat 4 or two rows of 4 fold down commercial theater seating.
or
2. Reduce the number of people, eliminate or reduce the isles, push the back row against the back wall etc.
Once your seating is set and located (location depends on the type of seating) Then pick your screen size based on the seats, then pick your projector based on the screen and room then the audio system and finally the decor.

My previous theater was 2 rows of 3 seats, and the room was 14'x20'. That is not a very big space for 8 people. I would be concerned about 2 things. First heat, 8 people + a projector + a receiver (amp) and powered sub (another amp), are going to generate a lot of heat. It could get awful stuffy in that room. Second think about seating comfort, smaller narrower seats may not be what you really want in a theater room.
I have seats like these (http://www.htauthority.com/index_files/DirectorsCollection7560Zoom.htm) they are about 9' wide, 2 rows would work really well in that room. That would give you 6 seats. We also have a couple of "bean bags" they are foam filled not the pellets similar to the Sumo (http://www.sumolounge.com/) bags. Those could fill in for the 2 extra seats when needed.
You haven't mentioned budget, or if you have equipment now.
I would recommend a projector and a 106" screen should work well in that space.
Something like a 100 watt/channel 7.1 receiver.
A BlueRay player or DVD player.
Speakers you will have to choose for yourself. My only recommendation is you set aside a decent portion of your budget for speakers. Good speakers will last you a long time and will make a big difference in the enjoyment of your overall setup (IMHO).
Same goes for the subwoofer.
You may or may not want to apply sound treatments to the room, you also might need an equipment rack, universal remote, IR Repeater, projector mount, hdmi, component cables, speaker wire, lighting, posters, and so on.
I have a fairly middle of the road system. The basics consist of an Onkyo 805 receiver, Polk Rti series speakers, a Pioneer DVD player, Panasonic Projector, Dalite 106" Screen, and 6 theater seats. All told I had right around $10K in my theater area, including dry wall, wiring, riser, and paint. It took me nearly 4 years to put everything together. It's not the best in the world but it looks and sounds great, our family gets a great deal of enjoyment out of it, and rarely fails to impress.
So your first goal would be to set a budget, and some goals for the system. Then research and have fun building the system.
