Ok, after seeing some HD shows and Blu-ray I've begun to notice a kind of artifact where starionary area on the screen, especially the background seems to wobble from right to left,
it is most noticable in HD material that is not from film like TV shows and newer movies, and sometime I noticed in upscaling to 1080p from DVDs as well, I'm pretty sure it's not my screen

Is this the jell-o effect from down-pulling the video pros are talking about? or is it some processing artifact from my screen?

Ok, for a good example, on the Stargate:Continuum blu-ray the scene in the hangar from about 38 minutes onwards, it's really disconcerting, it's as if the entire background was a painted screen and it was shaking, and not just in the out-of focus area either, granted, I only have a PS3 as my sole source and I have nothing else to compare to, and sometimes even when paused I can reproduce the effect by bringing on the pop-up menu or the PS3's info screen but in other, older movies or in the foreground object like people and stuff I haven't noticed the effect yet, granted it could be that the effect is hard to notice on complex area and so far I have only noticed it on plain, uniform areas.

I'd bet it's a screen / display artifact.

Sounds like the "wobbulation" technique used by some DLP sets. Google can tell you more.
