Hi guys, i have a set of creative t1600 speakers 5.1, samsung HDTV and PS3.

now i found this "sound blaster x-fi surround 5.1" (external sound card) that has an optical out and it connects trough usb to power up.

My tv offcourse have optical out. is there a way to make the sound card work without the use of a pc?

I'm guessing you're asking if you can attach your TV to this card and have it power your 5.1 speaker system without having it hooked to a PC, answer is no.
