Why are there 2 settings for vertical height, v width etc? There is a deflection submenu that has these settings and a screen sub menu with the same settings....and idea what needs to be adjusted first in order to minimize overscan?

depending on the model the controls are on the yoke of the crt tube and the electronic controls simply tweak the geometry farther.
If it is like my old 27" crt its not something you are gonna want to mess with unless trained to work on tv repair because there is dangerous voltage that has to be fully discharged prior to messing with the tv that can kill you even if the set is not plugged in.
In the end I couldn't do much to fix the geometry on my set or fix the red push, or the overscan because the service manual isn't detailed as much as I needed and being a sdtv it wasn't worth my time to tweak more.

Ben, one of those pairs of height/width settings may be for picture-in-picture, if your set is capable. Or for HD vs SD. Or a mode like Sony 4:3 sets had for use with widescreen anamorphic DVDs. You may want to search for a service manual online, or look for those TV repair info sites (there are a few out there) to see if they have your answer.
