i found a 2.2 ohm resistor that is reading 1.3 ohm, the problem is that i cant figure out the wattage. it is solid white with 2.2 ohm-J printed on it. not sure what "J" stands for. it is located as R2604. any help would be great as i am trying to fix this to give as an xmas gift.

You may not have a problem. It's probably in parallel with another 2.2 resistor and thus your reading. If you un-soldered one leg then take a reading it would probably give you closer to 2.2 ohm. Also if/when resistors go out, they go "open" or into a very high resistance like +500k.
