Hi all trying to build my first htpc. Does anyone know of any good mATX boards that have a ir header and support blu-ray playback, linux, intel or amd doesn't matter just looking for the cheapest solution that supports the above. Any suggestions help, thanks.

I dont think you want that ir header that is on a motherboard. They generally are not for HT remote controls but for IR computer communication like a serial link.

Yes, the DG45ID has a "Consumer IR" header block. AIUI, this header is based on a Microsoft standard to allow system integrators to include IR capabilities in custom builds for XP/VIsta Media Center Edition.
Unfortunately, there don't seem to be any companies (currently) selling IR receiver modules that are compatible with this header. And the few HTPC cases I've seen which include IR receiver modules all seem to use USB headers, not CIR.
One alternative that I've seen discussed several places on the web is to buy an regular Windows MCE remote kit, disassemble the dongle, and mount the IR receiver in 3.5" drive bay. This still means connecting through USB, not CIR.

From what I've read the CIR header on the DG45ID IS intended for HT remote controls. In that sense it is unlike the IRDA headers on other motherboards.

If you search the long thread on this board in the HTPC section, there IS a bay-mounted setup commercially available and it's cheap...

I really think it would be 100x easier just to buy a usb based one unless you want to build your own.
