I have a 32 inch lcd 720 p tv. I have verizon fios as the provider. When the tv is receiving an HD signal and the aspect is on normal, should'nt this fill out the screen ? I have to set the aspect to stretch to get the full picture. It is not a bad picture like zoom but am I wrong in assuming when set to normal and the feed is HD, it should fill out the screen without having to stretch it?

Nope... not necessarily. Not all programming is in a 16:9 aspect ratio. Just like having a "color" TV, not all programming is "in color". :D

Do you have to use the Stretch AR/Zoom setting on all HD signals or only for some?
For example on my JVC's there are different AR/Zoom settings when receiving 480, 720 and 1080. The normal setting for 480 is Regular while for 720 and 1080 it is Full. My 720p 32 inch settings are the same for 720 and 1080 but my 1080p 46 inch has a Full Native setting for pixel mapping 1080 signals.

It sounds to me like either:
A) Your box is not connected via one of the HD video connections (HDMI or Component RGB)
or
B) Your box is set to only output SD.
Either way, I'm pretty sure you're not watching HD at all.
If the connection for video you are using has a yellow end on it or it's a screw on coax cable, it's hooked up wrong. As far as outputting the signal, that's a menu setting in the box.
