I am creating a blu ray dvd from a PAL format TS file from TV camera and need a suggestion for set up parameters. I am converting the file to NTSC 1080P.

the original TS file is
PAL
720P
50 frames/sec
15500 avg. Kbs

Converting to
NTSC
1080P
27000 avg kbs

Not sure what to set the NTSC frame rate to ...24, 19.97, or 59.97. I am gussing 24 is eliminated because the TS file is not from film. So that leaves the other two.

also need a suggestion for a PAL format DVD.

NTSC standard is SD 480i and PAL standard I beleive is SD 576i.
PAL and NTSC standards have nothing to do with high resolutions digital formats 720p, 1080i or 1080p.
In north america these resolutions are at 60HZ and in Europe they are at 50Hz.
For example 720p/60 and 1080i/60 in North America and 720p/50 and 1080i/50 in Europe.
Many BR DVDS are in 1080p/24.
Upscaling 720p content to 1080p content b by inventing 1/2 of the pixels using PC video card normally just results in washed out video since many of the pixels are just duplicated.
