Any body know of one? Looking for DVD recorder w/HDD and built in VHS that upconvertd standard dvd's.

The '06 EH-75v would do everything you want but it's quite hard(read expensive) to find. It also lacks a digital tuner if that matters to you.
I'm not sure of any others that would do what you want. The VHS is the limiting point although you could just attach a standalone VCR to something like the Magnavox 2160A if that would work for you.

You would likely be much better off with a separate player and recorder for DVDs. In general, recorders make passable players, but not great.

As far as a recorder with VHS and an internal HDD, I fear you are a few years too late. As far as I know, there was only ever one on the market, The Panasonic EH75, and it was discontinued over two years ago. There was at least one on sale on Amazon.com for over $1000 for a while. It might still be there. Even before the outrageous price hike, they were, roughly if I remember correctly, around the $350 to $400 range.

Maybe if you check Ebay?

I recommend a separate player and recorder. I would also recommend a separate VHS player. It would would be cheaper by far than trying to get a universal combo unit like the EH75. The HDD model that jjeff suggested, a good VHD player and a good DVD player would be the best and by far the least expensive setup.

Upconverting DVD players, even cheap ones, have better PQ than DVD recorders. I don't know why that is but none of my recorders are very good for playback. jjeff and Church AV Guy are giving you good advise.The hardest part will be finding a stand alone VCR.

I have to agree. Stand alone VHS machines are gone, gone, gone! Items like this (http://www.jr.com/son-slvd380p/pe/SON_SLVD380P/) are still available though. One of these might be your only option outside of ebay. I have a JVC type device that I particularly like.

I'm not a big fan of cheap Funai VCRs, but Heartland (http://www.heartlandamerica.com/browse/search.asp?category=vcr&CAT=10001003&GUID=5291D281-C119-4F9C-B0D3-3BFD8781A3BD) has at least one VCR only and for $39.99 it's probably cheap in both definitions of the word.
