an HTPC would be the best.
the new Popcorn C-200 sounds promising.
new Dune 3.0 later this year.
all the other players pretty much all use the same chipset so...

1-Picture Quality - Good
2-Sound - No DTS Downmix
3-Frame Rate - Can't do 1080p 23,976 flawlessly.
4-Network (LAN or WIFI) - none! Only hacking but if it breaks your device, you can kiss you warranty goodbye!
5-And more!!!!!! - Nothing more... well... pretty menus.
Well... if you go to Egreat M34a: (from 139€ up)
1-Picture Quality - Good
2-Sound - It has DTS Downmix
3-Frame Rate - Can do 1080p 23,976 flawlessly!
4-Network (LAN or WIFI) - Yes!
5-And more!!!!!! - Autodect framerate, can read heavy 1080p movies, good support so far...
Well... if you go to Xtreamer/AC Ryan PlayonHD (from 119€ up/from 150€ up)
1-Picture Quality - Good
2-Sound - It has DTS Downmix
3-Frame Rate - Can't do 1080p 24Hz
4-Network (LAN or WIFI) - Yes!
5-And more!!!!!! - Can read 1080p movies up to 8 reframes, you can put a hard disk inside the player, good support so far... but still a "green" product

2-Sound - It has DTS Downmix and more...
3-Frame Rate - Can do 1080p 24Hz.
4-Network (LAN or WIFI) - Yes! Giga...
5-And more!!!!!! - Can read 1080p movies up to 16 reframes without a sweat, full browser, games, good support by XBMC... hey.. its a PC, you can do whatever you want with it!

There is an option in the Setup Menu on the AC Ryan PlayOn!HD to select 1080p 24Hz.
What about Egreat EG-M31B? Can it play all of the heavy 1080p movies?

No... by the cost of the popcorn you can buy a ION... then you can configure it yourself... no need for waiting for firmware that could never come..

The pakard bell ION (http://www.tomshardware.com/news/packard-bell-nvidia-ion-nettop,7912.html) is pointed to 199€ with windows XP. However, for you to have full hardware aceleration with ION in movies, you need to install Linux! There is the XBMC Live that can ease the process... but you still have to configure it yourself.
EDIT: It seems that XBMC is able to play movies with external player... so you can choose (with a simple hack) Windows Media Player Classic and have full hardware decode in Windows! In next XBMC you will be able to choose directly inside XBMC, the external players... for exemple PowerDVD for BRay playback! This is getting better and better! :D

Yes... all Egreat share the same base firmware... and they can play more demanding 1080p movies until a certain point.
The only platform that could read the Killa Sample was ION! But Killa Sample is just a bad encode... but is good to see if your player is prepared to read most of the files out there...

Only you know the answer to that question! Do some research and see what features you want, any of the above players will play the most common media.

it is hard to say "best".
It is matter for your expectations of the device you wish to buy and the amount of extra cash in your pocket.
Whatever the case maybe, in my humble opinion, the xtreamer is as of today the best value for money.
It can play all , it has very active community, it is cheaper than other, it is truly multilingual and the most important thing : if you buy now you will get special price for their NAS so actually you will be able to get both media player and NAS for the price of only an alternative media player.
Check the xtreamer forums, to get an idea as to their roadmap also. It is very promising indeed.
I got the PCH and Tvix. Once i got the Xtreamer i dont think i will look back. It seems i am not the only one.
The C-200 is more expensive. maybe it has several key points that makes him "better". The total overall C-200 solution is 4 times more expensive. If you are into tweaking and have in mind 300-400 expense in mind i will consider an HTPC rather than the c-200. If you are into saving few dollars and still being able to play all, i will recommend the xtreamer.
other than that, all other option seems to me little oldish.

All the NMT devices Popcorn Hour, Egreat) run the same software, so the only real difference is the physical layout of the device. The C200 is the only one that is measurably different than the others, due to having a newer, faster processor and the ability to install a blu ray drive. The NMT platform has been around the longest and has the most 3rd party developer support.
All non-NMT devices (Xtreamer, Mvix Ultio, ACRyan, etc) are pretty much the same. They will all play most media files, all have very basic UIs, and all cost $100-$200. There are a few minor points of differentiation, but they are generally features that most people don't need or use. Unless you have some very specific requirements for your streamer, you can pretty much pick one of these at random and you should be fine.
