So I have searched and searched and cant find a answer. I can turn off the conditioner with a 12 volt trigger and have my receiver plugged into one of the always on plugs but the receiver fully powers down when I turn it off. it is like the always on plug shuts off even though the they still work. When I turn the power conditioner back on manually with the button on the front then the receiver will go back into stand by mode. The reciever is a Onkyo TX-SR806.

How do I keep the receiver from fully turning off and just stay in standby mode.

You can't... even the "always on" outlets power down when the 5400 is powered off. The AVR needs to be connected to a constant power source to maintain standby status.

That is not true. When i power down the panamax the fan that I have plugged into the "Always On" can still be powered on and off. The problem is that the onkyo will not stay on. If I have the Onkyo on a "Always On" plug then it still turns off completely while the fan on a "Always On" plug stays on. what could be the issue?
