I was looking for some advice to where I can purchase acoustic wall panels at cost effective prices. Unfortunately I don't have time to build my own since my wife and I just had our first child so buying pre-made would be our best bet at the moment. I need to cover a wall that is 17 feet wide by 10 feet high. All help is greatly appreciated.

Sam's Club has 4 packs of 24" x 40" panels for $125 and 2 packs of 24" x 24" panels for $48, if you're a member. Available colors are black, grey, burgundy, and sandstone. The brand is MyTheater, a subsidiary of United Plastics. Absorption properties and material used is unknown, but they are marketed specifically as absorptive for treating reflections in home theater applications.

could something like this be modified, where one can add their own OC703 cut to size to add to the absorption?

It probably could, but if you're going to go to the trouble, you're probably better off going full DIY.

The Sam's Club panels are only 1" thick and with polyester filling they are most effective at 1–2kHz.

These are the cheapest frames I've seen around if you have the time to at least add a piece of OC703 and wrap with fabric:

These are also nice...quicker install then above, but a bit more expensive. Still require your own insulation and fabric:

If you want to purchase the full panel and just hang it, the companies listed above are the way to go.
