As the title describes, I need to figure out how to broadcast the signal that I'm able to receive via Firewire from the Cable Box over our local network.
As of right now I'm able to get video from AVCBrowser and I've figured out that I can stream video with VLC to my local network if I use an outdated version of VLC (0.8.6).
What I need is a solution that can stream video more seamlessly. I would really like to get Quicktime Broadcaster to recognize the firewire video that AVCBrowser can recognize and then in turn be able to broadcast that over my local network.
Does anyone know of any solutions to this issue?

What resolution (HD, SD, lower)? How close to real time? Is 24X7 required? How many clients?

I'm looking for the best resolution I can get. I've got a cat6 network so if I could stream HD that would be great. I'm looking to get as close to real time as possible and would be serving 3-4 clients only during normal awake hours, but it would essentially be 24x7.

Sounds to me like you are on the right track with VLC but this is outside my experience. What do you mean when you say "more seamlessly"?
BTW, Apple's web page on QT Broadcaster says:
FireWire Capture: QuickTime Broadcaster supports video capture from most FireWire-equipped sources, including DV cameras, some webcams and DV converter boxes for a fast and easy broadcasting process with professional-quality results.
What happens when you try to open directly from QTB?

Well with VLC, I have to use an outdated version for starters, and it's basically an issue that if I have to start up VLC and configure the stream every single time using the wizard, it becomes not so user friendly for the non-techs in the home (All besides myself).
When opening QTB, it simply doesn't list the Cable Box as a firewire video source.

Russ, most of us don't do what you're trying to do.
You may have already realized this, but I think you'd be much better off recording content, and then have users retrieve it over the network from an archive, than to try to stream "live" content. That way only you need to be the "technical" person dealing with recording over firewire to make sure shows are recorded. Everyone else just needs to know how to mount that archive, which can be a login item on their Macs, then find and open the files, all of which is fairly seamless on a gigabit network.
