I was wondering if it's just my tv, or what... but the nfl games on cbs are terribly blocky, especially during motion. On Fox and NBC, they are noticeably clearer. I have ATT Uverse, and I initially thought it was uverse related, but I have the same problem ota. I have a Samsung 42in plasma 720p.
Does anyone else notice an issue?
It sounds more like a local station issue. CBS is known for the best PQ and it is in my market. Does your local CBS station have any subs?

Where do you live, what are the call letters of the CBS station you watch?
As noted, CBS is generally perceived to be the gold standard for HDTV, but if your local station is muticasting, it can severely affect HD image quality. Did you check the local topic for your area?

Thanks for the responses. I live in Cleveland...CBS is WOIO. I also notice it when they show clips from CBS games on NFL REDZONE.
Sub channel multicasting is the likely culprit.
Complain to the station.

According to the information I found, WOIO has one 480i weather subchannel.

Not when they have 2 sub channels in addition to thier main channel. We have News Channel 5+ and ThisTV as subs. Main channel is 1080i at 14.3 Mbps
