About a month ago, my Explorer 8300HD would start rebooting itself and hanging at "E-13" (the default error after "L-13.") I swapped the box out at Time Warner but it had the same issue.
We found that if our DVD player (Samsung BD-P1500) was on during the box's reboot, it would actually boot fine and then no longer reboot. This is easily reproducible. Both the DVD player and the cable box are connected via HDMI to an Olevia 247TFHD.
Since this DVD player will turn itself off after a certain amount of time if it has no disc in it (causing the whole cable box reboot issue again), we need to leave a DVD in the player at all times to keep it on.
Time Warner sent a tech out and they thought it may have been a signal issue to the box and the boost they made should fix it, but the issue remains.
I'm wondering if the TV's HDMI is starting to flake out a bit, sending some sort of weird sync signal to the cable box that forces the reboot and subsequent error. Does the DVD player being on send a sync signal to the TV that has it "settle down" and to more easily communicate with the cable box?
Another symptom the cable box had was that, even when everything was off, its front display would constantly cycle between 1080 and 720. Our DVD workaround has also resolved this.
