I would like to install speakers in a room upstairs and run speaker wires from my receiver in the basement. Is there a wall switch that would let me control the functions on my receiver?

yes, you can do this with a RF remote. Or if it is wired with an IR window. Lots of other options but those are the cheapest. Make sure that your receiver is a multizone receiver. Or just put them on speaker B.

Look at Russound K2 IR keypad, it is a in wall universal remote, all you need is run a cat5 or shilled control wire to your equipment location.
