I've been looking an overwhelming variety of PCI cards and USB devices that claim to capture video and turn it into MPEG4 files. Has anyone had good luck with a product and feels like sharing? I'd like to create MPEG4 files for my video iPod of TV shows.

I use VideoRedo to convert to mpeg (especially if you want to cut out the commercials), then Videora iPod to convert to mp4. If it's a dvd rip, I'll just rip using DVD Decryp and then Videora.
Videora uses ffmpeg, which is good for the different custom settings you can set, but you have to be wary of how it gets along with Theater Tek and so forth...

I have a Neuros recorder I use... it is a decent hardware solution that you can hook up to any video source. I think I paid $100 for mine, and it does the job quite nicely. Audio and Video are always in sync.

I use NeroVision Express a lot to convert mpegs to DVDs. I also converted a lot of mpegs to Nero Digital to watch on the PC but was unaware that any devices played 'em. Nero claims on their press release archive in article ID 279 (sorry too new to post a link) that Nero 7 has MPEG-4 AVC support that provides one step PC to iPod video converstion.
I always take Nero's claims with a grain of salt though as I consistently find bugs in certain features of their various releases, and don't like having to pay a separate fee for various plug-ins, but at least they do let you download a fully functional 30 day trial of their apps, and get the retail versions cheaply in deals at fry's online and other sites. Sorry I don't have an iPod (and no disrespect but never will) to test whether they are actually compatible, just passing on the info.
I use pinacle moble media converter. Its a progam that can conver VOB files to mpg4 ipod or psp files. I've converted all of my family guy DVDs as well as 30 movies. Only had issues with 2 movies so far otherwise it works great.
