There was some speculation here last summer that the studios wouldn't downrez over component with HD-DVD and Blu-Ray until at least 2010 since it is the studio's option. So are they downrezing yet over component or titles still playable in HD via component?

ICT has not been enabled ATM. May never for all we really know. Microsoft would through a sh1t fit right now if that happened since the 360 addon doesn't have HDMI, plus all the other early adopters out there still don't have HDMI on many televisions. They would be shooting themselves in the foot to do that and piss off the early adopters this early in the game. A wise decision it would not be :)
