What that's all about is that past models violated FCC rules by using internal FM transmitters (the things that let you play the receiver through an open spot on your FM car radio dial) that were much more powerful than legally allowed. The newer ones comply with the law, and so aren't as powerful, but in areas where there ARE open FM channels, you shouldn't have a problem, and there are also solutions (using a cassette adapter, using a direct line to the antenna input of your car radio) that work fine.
The FCC isn't "trying to shut down" sat radio, and if you're thinking about buying one, that's not much of an issue. Just check to see what FM channels work best in your area, and, if you live in an area like mine where there really are no open FM channels, use one of the alternative connections.
