I am starting to shop for rg6 cable to rewire my house, I would like to know if Belden 1694A is rated for in-wall use?? are all rg6 rated for in-wall use?? if not which ones??

Belden 1694A is CMR rated. It is fine for in wall use.

So we've established that the Belden 1694a is ok for in wall use. I plan on running this cable in my attic across 3 bedrooms and it's going to be laid on top of fiberglass insulation. Should I do this without fear of torching my house? Thanks for the help.

Yes, you can install it in your attic without fear. The main issues with these flame-test ratings really are flame propagation (i.e., cable aiding the spread of flame) and noxious fumes (more relevant in commercial than residential applications; imagine a huge tray of hundreds of cables fully involved in flame, and all the burning-plastic fumes that come off of that). Putting this in your attic isn't going to cause a fire or, for that matter, cause it to spread quickly, nor is the quantity of cable sufficient to make fumes a relevant issue.
