I've had the ES20 for several months and have noticed that the fan seems to run all the time even when the recorder is off. Is this normal for this unit ?

I've owned my panasonic es 20 for just over a year. The fan is very quiet. It is off when the dvdr is off. Your situation does not appear to be normal. Send an e-mail to panasonic. They can authorize a work order for a warranty repair by a nearby authorized repair center.

I don't hear the fan on mine, so I don't really know if/when it is on.

A couple of ideas: Is there air circulation around your unit? Also, you may want to try turning off the quick start if it is turned on, it will slow down power-up but it will also reduce power usage. You can easily turn it on/off in the Setup menu...
