You will get surround through Dolby Prologic II.

Then the answer is no. Yamaha was the only one that did for a short period, but then they discontinued the model.

I heard that Denon will be out sometime this year with one, but again, that vicious rumor mill.

I actually played with the Yamah receiver with HD Radio, and it was indeed a nice model (and for $4G, it outta be).

Are there Dolby Surround radio broadcasts? I only have a couple of concert CDs that are Dolby Surround encoded.

There's lots of talk in Radio World (Skip Pizzi's column) about "Neural Surround" broadcasts on HD, but I've yet to hear one, or be aware of anyone broadcasting this format.
