That sounds like a DTV problem to me.
A couple of years ago lightning took out the UTV in my living room. When I swapped that UTV out, my on-screen PPV buying options went with it.
I called DTV and they stated that receiver / access card had a PPV block set up on it. I never set up a block for PPV on any of my receivers. I bet the CSR accidentally changed that setting when they set up the new access card on the replacement UTV. DTV took the block off and all has been good ever since.
Call them back and see if there is a PPV block set up on that receiver / access card.
Another possibility is that the memory on your access card is full. Plug your UTV into an analog phone line and let it dial out so you can clear the PPV memory on the card.

PPV and other similar stuff is done with the phone line, so that is very likely the issue. Here's a way you can diagnose the issue:
1 - Plug a normal phone into the jack that the problem unit is plugged into. Verify you get a dial tone.
2 - If the above checks out, attempt to connect to WebTV with the problem unit. If it dials and connects, the modem is also fine.
3 - If you don't have any recordings coming up for a little while, turn off the unit with the power button on the faceplate - this will take longer than with the remote. Once the power light stops blinking, unplug the unit and leave it that way for 10 or fifteen minutes. Plug it back in. Wait until the light stops blinking and the unit goes dark. Go ahead and turn the unit back on. You may have to wait a few minutes for the guide to fill back in before you can try another PPV purchase.
There are some codes in the FAQ page you can try, though some of those are kind of cryptic as far as their function.
