2 weeks ago in Memphis the CW affiliate WLMT started multicasting a channel called VTV. This affiliate previously did not multicast and had the best 1080i picture here in Memphis. I noticed an immediate decrease in HD PQ. I emailed the engineer to get more info about the channel and it's either a Clear Channel channel or Clear Channel is now carrying it in many markets with Memphis being one of them.

So, if you have a Clear Channel affiliate expect this to pop up soon as a 24/7 sub-channel. The info I got on it was it's various DIY and info programming.

I don't know when the locals will realize...

Few are watching most of these subchannels. Furthermore, the decrease in PQ in some situations could actually turn people away from the main channel.

I realize they consider it a revenue stream, but how profitable can it be if no one is watching in the first place?

I would say that statement is 100% incorrect. Whenever I have issues with my cable, I watch OTA and the only way I can get some events is on a sub channel. Also, my local NBC has a local weather station on a sub that is 100x better than The Weather Channel. The local "CW" affiliate is on a sub, its the only way i can get some Tigers and Red Wings games, used to have Pistons games too. They also carry ABC sports when my local ABC has something else on.

My sister lives in an area where Cable is not available, but they love all the digital subs on the local broadcast towers, gives them 2x-4x more channels than they used to get.

Having a sub does slightly change PQ, but not enough to piss me off. Its okay for the stations to use their bandwidth to make an extra buck, its when they have 3+ subs that PQ truly goes to trash.
