You could contact them telephonically! Dial 411 and "axe" for the number. But if they don't have an "HD2" stream, and are FM, they probably are. If they have multiple streams, they're not.

Or email them. Some people have had trouble getting stations to respond to email but I've had 100% success.

I emailed the engineer at the local classic station asking if they were 96 Kbps and he said they were and planned to stay that way. I was tempted to respond with something like, "96 Kbps? Awesome! You classical dudes totally rock!" but opted to give him a more restrained "Thank you for this information" response.
