That is normal, as there are various different aspect ratios used for movies, almost none are actually 16:9.

Movies come in a variety of aspect ratios. Many are wider than the 16:9 (1.77:1 AR) of HDTVs like 2.35:1 so those will have black bars but less high than on a 4:3 TV. Other movies (like older comedies typically) with 1.85:1 AR will typically fill the 16:9 screen.
Make sure you set your DVD player correctly for a 16:9 display or extra black bars will be added.

Just ignore any black bars and watch the movie!

Just another quick note...the 1.85:1 aspect ratios may or may not fill the entire screen depending on which TV you have, and how much overscan they use. For example, my Pioneer 5071HD has 2% overscan, so the 1.85:1 movies will fill the whole screen. If you throw the movie onto a computer with a wide screen monitor, and watch it in the OAR, you will likely see small black bars on the top and bottom of the screen due to less/no overscan.
