If I switch from one subsciption service to another (let's say from Rhapsody to Napster), will the new subscription allow me to play music I had downloaded under the old subscription? Or do I have to start all over building my music library?

That's not really smart..... First off, you aren't getting high bitrate always from P2P networks. Second, there are a lot of virus lurking around. Third, there are always crappy versions of the song and not named on ID3 tags.

Speaking of bitrate, Linn Records is now offering some of their recordings for download in the original studio master 96kHz/24-bit format (as opposed to plain old 44kHz/16-bit CDs). They're a tiny outfit, so there's only a handful of downloadable albums available, but the concept is pretty awesome...

Thanks for the replies. That's the answer I expected, but it doesn't seem it needs to be that way. If I have a current subscription, and hence a valid WMA DRM license on my computer (or portable device), it seems like I should be able to play any WMA DRM music on that device, even if it was downloaded under a previous subscription from another service.
