Are there any Dvd hard drive recorders out on the market with a digital tuner?

I assume you mean other than the HD DVRs available from cable and satellite companies? AFAIK HDD recordes are no longer being manufactured, at least for now. I believe Sony made a HDD recorder with an ATSC tuner that may still be available, and it will record in HD format, but it has no DVD recorder for archiving, though you could probably send the signal out to a separate DVD recorder to record in SD (480i).

Not yet. A couple have been announced, by Philips and Polaroid.

Walmart will be carrying both.
