Can any suggest the cheapest remote that can learn the RF commands of the Directv RC24? It doesn't seem like the learning remotes with RF all do this, it seems more than they're 'IR' but have a RF base to convert... Or am I wrong about this?

No, you're not wrong. It's been asked many times before here, but basically, no universal IR/RF remote will control RF equipment directly (except by accident ;) ).
