Is this the process that I should go about when running power cord within a wall for a plasma TV?
Install a recessed power outlet (such as a Leviton). Then, within the wall, run romex from the recessed outlet to a power surge. Then just plug the plasma power cord into the recessed outlet.

Running a power cord inside a wall is a violation of code. Hire an electrician to put in an outlet in the location you desire.
The Romex runs back to the electrical panel so unless you have surge protection for the entire box then it would not be running to a surge protector.
As stated, you cannot put an actual electrical cord in the wall.

Leviton also has 15A/20A receptacles with built-in surge protection.

you should run it like this
Plasma ---> surge protector --->wall outlet ------> power surge
that way the surge protector will protect the plasma from the power surge.

Indeed, I have one of these for my plasma. Not as good as a power center, but for this use, one of the few things that will work. You can either put the surge outlet behind the plasma wired from another nearby regular outlet or replace the regular outlet with the surge outlet and run the (regular) one behind the plasma from it as a load (thereby having two protected outlets).
Wiring between outlets should be romex, of course. It is not all that hard to fish the wire, I have done this a couple times.
So is this how I should do it?
Existing power outlet --> power cord --> Leviton Inlet --> Romex --> recessed outlet behind the plasma -->then power cord to the plasma

I guess it depends on whether you think Lightening will strike the ROMEX between the sources? In my system I am placing the surge protector and power conditioner at the beginning. So I plug my power cord into a surger protector and then plug that into the inlet. Make sense? I'll have pictures up soon on this... probably Thursday.
