Hopefully it won't have the crap auto-leveling of random encounters that Oblivion had. I have only fair confidence that Bethesda Softworks understands the fundamental difference between their fantasy RPG where "you'd always be challenged" from Fallout, where you could through difficult & hard work reach the point where you could kill most things that cross your paths. If Fallout 3 has bandits that morph into wandering members of some rogue military faction all equipped with Mark 2 Advanced Power Armor & Vindicator Miniguns just because you rose to level 30, I'll be REALLY pissed.
