I think so. Sony could see the format war as being over if they could further choke off content to the point that HD DVD owners would have to purchase HD DVD movies in order to watch them. Essentially cutting off the rental market for HD DVD owners. A move of this sort would be adjunctive to thier current strategy of buying off the studio side to continue to favor Blu Ray exclusively. Again, another means of limiting content to HD DVD.
This would be an impressive move on Sony's part. HD DVD is a small part of Netflix's rentals & the cost would be relatively small to pay them off. I could see it happening. It would redefine the meaning of a shrewd business dealing.. It would be a nice one/two punch.
