I just recently switched from cable to DirecTV and was wondering if anybody else has had problems with their picture freezing for a millisecond during fast action or transitionary scenes? If so, is there anything I can do to reduce or eliminate this issue? Thanks.

DTV? Do you mean Directv? DTV is short for Digital Television around here. What make and model receiver? Never saw a Directv Plus DVR.
And have clarified my original post. Thanks.
DirecTV applies significantly more compression on its channels than many cable systems, so some additional freezing / pixelating is to be expected, especially when there is a lot of movement on the screen.
Quantity and quality tends to be a sliding scale with most cable and satellite providers. You can have top quality and less quantity, or top quantity and less quality.

I have very rare pixelating or freezing on my Directv HD or SD picture and really only notice any problems during heavy snow or rainstorms.
I have my 5-LNB dish mounted on the roof with a clear view of the sky and high quality RG6 cabling with compression connectors.
The PQ is excellent as far as I'm concerned. If I flip between the local news channel (WUSA9 - CBS affiliate) from dish and OTA on my roof-mounted Winegard antenna, I can tell that the OTA is a bit sharper, but not much.
Constant pixelating and freezing is not normal as implied above. It could be a dish alinement problem or something may be blocking the signal. Check the signal stength on the meter.
