Not sure how to tackle this.

Sump
I need to have access to it, yet I want it to not take up any more room than it needs to.

Any thoughts or help you can provide? Anyone done this and have a pic of how they did it to keep access?

Electrical Box
The book I have says to put a frame around the box just like you would a window but it shows the box in the wall not off the wall like this.

Plus they don't have wires coming out of the top like crazy.

Not to mention I think I am going to need to put a second box in to handle all the basement electical since I only have 2 slots left.

Again any help would be great.

I put my electical in a closet. Code by me said if you closet it, the closet had to be 3' from the panel (my carpenter did 34", which wasn't noticed by the inspectors but made me nervous).

I put my sump in a cabinet. I went 36" high - which I will trim down to 30" (was too much). There is a door, and the counter top is removable by lifting it up. You can see it in the rear corner of this shot:

I framed around a sump pump which is situated in an odd corner. The wall opposite the pump is a 45 degree angle.
So.. I created the essence of an angle for the sump enclosure.

The hole in the wall behind the shopvac will be the sump access.

You might want to check with your local building/electrical inspectors to find out what's allowed regarding panel access. Depending on what's required, you will have to frame it up in some fashion.

Here is a thread from Clarence. He hangs out on the CRT board. His theater had the Electrical box on the back wall. He built it into the wall, drywalled around it. Passed inspection. After the fact he hung a back lit poster box over the panel.
