To me the quotation sounds more like a perfectly natural off-hand comment and not a formal business proposal.
Either way though, it sounds like a perfectly reasonable thing to say / do. If the MS & Toshiba went to the BDA and said....
"Hey, we think this HD DVD thing is bad for everyone. We're wondering if we could join your side and help make BD the definitive HD format."
Would any company in their right mind say no?

and Transformers the showpiece of hddvd does not have lossless audio only DD.
guess transformers was too much for 30GB and 29Mbps after all. :(
