So the Steeler game was to be in HD. As seems to be normal for me - most of the first half was SD (KDKA-CBS - and Armstrong Cable provider). Then with about 5 minutes left in the first half - the picture flickered and BAM! HD.

My question is - when something like this happens - who's to blame - the local CBS affiliate - or the cable provider? Just curious. Thanks.
