I have a few non-copy protected PAL DVDs (no region coding, no macrovision, etc). I would like to convert them to NTSC so that they can be played on a NTSC dvd player. I first ripped them using Mac The Ripper. Then I used Toast 7 using DVD as the format. I dragged and dropped individual VOB files into the Toast window. The I saved the disk image. It asked me if I wanted to convert from PAL to NTSC. I said yes. It took several minutes but errored with Mac OS Error 9011 occurred. I don't know what is going on! Any one have a better way to doing this?

Yes, invest the $40 or what the going rate is these days for a multi-standard DVD player.
Or, considering this is the Mac HTPC forum, use the Apple DVD Player to play them in all their unconverted glory. I think that any effort to convert them to NTSC at the DVD level will result in crap and be a waste of time.
Now my questions are: what is the most PAL friendly 1080P LCD one can get in the USA? Do monitors that will sync at 100Hz (or 50Hz) (as well as 60 or 120Hz) exist? What is the refresh rate of Apple's LCDs & ACDs? For example, the Display Preferences on my 17" PB G4 doesn't give you any hint as to the refresh rate of the built in display. But it does tell you that the external LCD I have hooked up via DVI, (a ViewSonic VG920) is 60Hz.
