I own a Panasonic AG-1980P SVHS Videocassette Recorder/Editor.
This item was acquired in a company liquidation sale.
Upon testing, the deck loads the tape and when playing, the picture rolls
as if it needs either a cleaning or adjustment.
I think the video heads are fine because it occasionally will play fine.
Jog shuttle works fine and all other features seem to be operating as well.
Since I am not experienced in repairing this type of equipment, I am seeking your expertise. If you know how to do cleanings or repairs, please can you advise me as to how to proceed.

Check the electrolytic capacitors on the power supply CBA. If they are leaking the scanner will have a tendency to serge, varies with temperture.

Yes, the power supply is one of the few weak points in this otherwise-sturdy machine. Some users attempt DIY repair but give up because the PSU can be difficult to disassemble to get at its components, in such cases just replacing the entire PSU module is the simplest route. If you got this one at a "company liquidation sale", the "company" probably ran it into the ground, so it may need an overall cleaning and alignment along with PSU repair. The AG1980 was made for many years, there are tons of them still floating around and they are very easy for repair techs to work on. I would bring it in and have it professionally restored, this should cost no more than $125 and the machine is worth at least $200 when perfectly functioning. A restored AG1980 normally lasts almost forever under typical home use, they are incredibly durable when not abused.
