It'd be more appropriate to ask this over in the "DVD Recorders" sub-forum, where you should get a better response.

Or in the "Home Theater Computers" subforum where PC capture cards are discussed. Various cards will have their own forums (not necessarily here at AVS), as will editing and authoring software (also needed). While Windows MCE editions won't be any help (MCE honors all flags) the cards themselves and third party software will work to capture S-Video and Composite connections.

He could also buy a "Sima"-like device to place between the two units. Many people in the DVD Recorders forum use them just for that reason, and they work very well.
That way he could just keep using the recorder and setup he's already got.
But the method you mention is certainly another valid option.

I don't spend much time in the DVD recorders section. I'm sure the Sima types and Time Base Correctors (TBC) can strip Macrovision, (which would allow commercial DVDs to be transferred) but I didn't think there was a way to remove broadcast flags and CPRM restrictions.

Yep, they apparently do the job. If you go to the internet sites they usually specify that they'll remove "any type of copy protection from any source". At least the firmware they've got in them nowadays can.
